Mission Statement:
The HLSP is committed to facilitating and promoting hospital environments where knowledge-based information results from the combination of health information technology, human collaboration and access to information resources.
History:
The HLSP was formed in 1982 by the New York State Legislature to provide medical information services to acute care hospitals throughout six Western New York counties in the region: Cattaraugus, Chautauqua, Erie, Genesee, Niagara and Orleans. Its services are offered through two programs: a Grant Hospital Program, which provides grant dollars to help defray the costs of library materials and equipment; and a Circuit Hospital Program, which provides on-site medical librarian visits as well as grant funding.
Administration:
The HLSP is administered by the Western New York Library Resources Council (WNYLRC) and is funded in part by the New York State Department of Education Division of Library Development and by hospital participation fees. Fees are determined by levels of participation. Additional information support services are provided by the contract library, the University at Buffalo Health Sciences Library.
Value-added benefits to participating hospitals include cooperative purchasing programs that provide preferred discounts on books, electronic databases and serial service charges. The HLSP provides subsidies for interlibrary loans and training classes at the WNYLRC Training Center. The HLSP has secured grants to benefit its members from outside organizations such as the National Library of Medicine.
The HLSP Grant Hospital Program makes funds available to regional hospitals for library materials, equipment that enhance access to regional health care information and for HLSP librarian services. Participating hospitals must be under the direction of a qualified (M.L.S.) staff librarian. The Circuit Hospital Program provides on-site M.L.S. Librarian visits to non-grant hospitals. The HLSP librarians facilitate interlibrary loan requests, provide training, literature and electronic database searching, collection development and reference. The HLSP also provides subsidized to the HUBNET databases and full text resources. Access includes over 300 full text journals and 45 clinical manuals. T he HLSP is a critical connection to current healthcare information access. In 2005, HLSP circuit librarians traveled over 25,000 miles to both rural community hospitals and urban medical centers. The HLSP fulfills the information needs of administrative, allied health, medical, nursing and support staff. The HLSP promotes interdisciplinary library environments.
